PowerFolder offers the possibility to control how folders get synchronized. These sets of rules are called sync profiles.
You can choose the profile for each folder and computer when joining/creating it. It can later be changed via the settings tab of a folder.

Customized profile
PowerFolder scans your local folder for changes on startup as well as after specified time intervals while the program is running (default: 5 minutes). You can force a scan of the local and remote computer(s) as well as the file download (=full sync) manually at any time when pressing the sync button (left side on the toolbar or in systray menu).
You can also fully customizes this behavior. The local scan interval for example can be reduced to 10 seconds.
